local AI solution for film dubbing

Looking for a local AI solution for film dubbing / audio sync correction (offline if possible). I have a foreign movie with an English audio version, but the video is low resolution and the audio timing slowly drifts out of sync over time. If I manually align it at the start, it gradually becomes offset, so I suspect there are missing/extra segments or timing inconsistencies.
